As men we no longer take vows seriously but God does. We break vows regularly.
I meant to do what I said I would do but I didn't.
I'm human after all.
We give ourselves permission to not do what we said we would do.
God is not our human counterpart and He holds us to what we say we will do.
To not pay the vow you made to God is sin.
You are to keep and do that which you have vowed.

Spiritual immaturity in church leadership is a clear and present danger. Spiritual immaturity produces a weak, carnal church that is unable to stand against the evils of our day. 
Jesus spoke about a kingdom that is rarely taught about in our churches. This is a real problem.
